OVER ALL PICTURE

• Based on the STATE OF LOCAL GOVERNANCE, the LGUs of the Region are performing at a high level, in an average.  This means that the LGUs’ inputs are almost near the Ideal State.  Their structures, policies, guidelines, processes, and resources (personnel and funds and all others) are already institutionalized
• However, in terms of the STATE OF LOCAL DEVELOPMENT, the Cities and Municipalities of the Region, in average, have poor level of performance.  This indicates that results of LGUs’ inputs are not yet realized.  Their respective populace have not yet experienced the full impact of the inputs – structures, processes, and resources – being provided by the local officials

On the dependency on IRA, 110 or almost 95% of the total 116 Municipalities of the Region have 50% or more percentage of dependency on IRA.  Only the municipalities of Agoo, La Union, Mangatarem, Sual, Dasol and Mabini, Pangasinan and San Esteban Ilocos Sur have less than 50% IRA dependency
