  • 100% organization of Transition Teams
  • Organized the Regional and Provincial Monitoring and Evaluation Core Teams who spearheaded the site visits of NEO Track 1B
  • At present, the Region have 13 Harmonizing / Augmentation Teams who will go around the municipalities and facilitate the conduct of the Track1B of the NEO Training Program

Strengthening of Local Peace and Order Councils

  • All the Provincial / City / Municipal Peace and Order Councils were monitored to be functional
  • All of these Councils have also formulated and submitted their respective Integrated Area Community Public Safety Plan (IACPSP)
  • Also, in line with Peace and Order, the People’s Law Enforcement Boards (PLEBs) of the 129 LGUs of the Region are in place and monitored to be functional
  • The 3, 265 barangays have also established their respective Barangay Human Rights Action Centers (BHRACs) and had elected their Barangay Human Rights Action Officer (BHRAO)

 

Project Cure

  • As required by the law, aside from the formulation of their respective Citizen’s Charters, all the Provinces, Cities and Municipalities of the Region had also established billboards of their respective frontline services
  • In the Province of ILOCOS SUR, 304 barangays out of the 768 have also formulated their Barangay Citizen’s Charter.  The DILG Provincial Office has targeted to have all of their barangays craft their Charter before the end of 2010
  • All the Cities / Municipalities have established their respective Customer Service Office / Desks, including their Information Desk

 

Disaster Risk Management (DRM) / Climate Change Adaptation (CCA)

  • Information, Education and Communication (IEC) activities were conducted during Liga ng mga Barangay, Barangay Secretaries and Treasurers’ Meetings. The communicated message was what the individual can do to curve the effects of Climate Change in his / her community
  • All the Provincial Disaster Reduction and Risk Management Councils (PDRRMCs) are already re – organized and had already formulated their respective PDRRM Plans. The re- organization at the City / Municipal levels are on – going.

 

Local Governance Performance Management System (LGPMS)

  • All Provinces, Cities and Municipalities of the Region have already submitted their respective updated Version 2 State of Local Governance Report (SLGR). 
  • All the DILG Provincial Offices have prepared and submitted the Provincial Consolidated SLGR.  The lacking data were generated through the internet
  • The Regional Office have, likewise, prepared and submitted the Regional SLGR.  The data included in this briefing folder was based on the Regional SLGR cross checked with the Provincial SLGRs

Formulation of Capacity Development Agenda (CapDev)

  • Almost 77% of the total Provinces, Cities and Municipalities of the Region have already prepared and submitted their respective Capacity Development (CapDev) Agenda. This represents a total of 99 LGUs
  • Orientation on Systems on Competency Assessment for Local Governments (SCALOG) and CapDev Agenda Formulation were conducted in the Provinces of ILOCOS NORTE and PANGASINAN
  • The DILG Field Office in VIGAN CITY, ILOCOS SUR targeted the 39 barangays of the City to formulate their respective Barangay CapDev Agenda. The technical assistance is on – going

A total of 11 Local Codes were formulated for the 1st Semester of CY 2010. This is in response to one of the identified gaps under the State of Local Governance. The Office has been providing the Technical Assistance and is facilitating the formulation

 

Comprehensive Development Plan (CDP)/ Executive-Legislative Agenda (ELA)

  • Only 19, out of the 125 targeted Cities and Municipalities of the Region were able to prepare their respective Ecological Profiles. The Eco Profile is the document to be utilized in the preparation of the CDP. The target date for the completion of the CDP is on or before October 15, 2010
  • Eight (8) LGUs of the Province of ILOCOS NORTE have already formulated their respective Executive – Legislative Agenda (ELA); while, 42 Cities / Municipalities of the four (4) Provinces are presently in progress in their ELA Formulation. The document is a component of their respective CDP

 

Functionality of Local Special Bodies (LSBs) & other Community - Based Institutions (CBIs)

  • All the Local Development Councils (LDCs), Local Health Boards (LHBs), and Local School Boards (LSBs) were assessed to be functional for the first two quarters of the year
  • Local AIDS Councils, Physical Fitness and Sports Development Councils (PFSDCs), Bids and Awards Committees (BACs), Solid Waste Management Boards (SWMBs) and Anti – Drug Abuse Councils (ADACs) were also monitored to be functional.
