DILG Regional Office 1 is located at Aguila Road, Barangay Sevilla, City of San Fernando, La Union. It is strategically situated at the heart of the regional center of national line agencies in the region. It is situated 270 kilometers north of Metro Manila.

Regional Office has its own building which was built on April 5, 1999
thru the concerted efforts of its former Regional Directors, namely: Atty.
Odon A. Teaño, Ligaya M. Barcinas and Carlos T. Derecho under the
stewardship of then DILG Secretary Ronaldo V. Puno during the Estrada
Administration. The 1,399 square meter land was acquired by the
Department by virtue of deed of donation by the Provincial Government
of La Union.
The
Regional Management Committee (RMC) headed by the Regional Director,
Manuel V. Biason, CESO III manages the operations of the region with
the assistance of the Assistant Regional Director, Corazon P. Guray,
CESO III; three (3) Division Chiefs; four (4) Provincial Directors and
eight (8) City Directors. Our DILG Provincial Offices are located in the following sites: DILG
La Union in San Fernando City; DILG Ilocos Sur in Vigan City; Ilocos
Norte in Laoag City and DILG Pangasinan in Lingayen. Further, our DILG City Offices are located at the government offices of the 8 cities of the region.
The DILG Region 1 is composed of 260 hardworking men and women. Sixty – seven percent (67%) or a total of 173 personnel are technical staff, while the remaining 33% or 87 are administrative staff.

The personnel of the Regional and Provincial Offices deliver their respective frontline services guided by their Citizen’s Charters. The officials and employees of the DILG had pledged to deliver quality public service to its clients with the highest degree of professionalism, integrity and impartiality. Everyone has adhered to the Department’s Motto, “Sa Diyos, Sa Tao, Serbisyong Totoo!”
In support to its operations, the DILG Regional Office is aided with the following facilities and equipment like service vehicles, a sizeable number of computer and printer equipment, fax, paper copier and reproduction machines, telephone with internet connections and paging system, overhead projector with screen, multi-media facility, and other office equipment. In addition, training and conference rooms are also available at the regional office.
The Office had also adopted the Cluster Strategy to enhance the performance of the field officers and fulfill the Department’s vision of being the primary catalyst for excellence in local governance. At present, we have 13 Cluster Teams covering the 125 LGUs of the Region.
Moreover, we are among the pilot implementers of the Local Governance Regional Resource Center (LGRRC) and its major concept “Knowledge Management.” At present, our LGRRC have an array of Knowledge Products which our clients from the LGUs and the academe, students and private individuals can avail. The Center is also equipped with computers which are internet – connected.
We have maintained our strong working relationship with the Regional Development Council (RDC). In fact, an awards system for the LGUs was developed and being implemented by the DILG – RDC. These are, “Best Performing LGUs, based on the LGPMS”; “LGU Best Practices”; “Cleanest, Greenest and Most Peaceful LGU”, and; “LGU – NGO Best Practices.” The award system is already in its fifth year of implementation.
The Office has also fostered a solid teamwork with the different Regional Line Agencies like, just to name a few, the National Economic Development Authority (NEDA), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Department of Environment and Natural Resources (DENR), Department of Labor and Employment (DOLE), and Commission on Human Rights (CHR). We have continuously provided the technical assistance and data requirements these Agencies have requested. The DILG R1 has consistently been a member of the Provincial and Regional Sector and Awards Committees.
